Good day! We have a vertical water meter installed in our apartment. Now we are going through the next state verification of the meter, and we are being asked to re-register those. documents for changing the installation of the counter in a horizontal position.

Is this a requirement? What regulatory documents guide the water supplier to us have not been explained. Connoisseurs, please provide qualified information to our question. Thank.

Good evening. You do not quite clearly painted your question. As I understand it, you are being asked not to replace documents for changing the counter to a horizontal position, but to replace the counter with changing the design documentation?

Such a wave among the workers of the water sphere swept back about 5 years ago. Massively, testers demanded to install the counter horizontally. Their hysteria is due to the fact that some metering devices allegedly incorrectly fix the water supply in an upright position and about 30 liters per month, leaves the apartment without taking into account. Well, the approximate figures, I don’t remember exactly, there were some pennies. Meanwhile, they cannot always justify their requirements with documents if metering devices comply with GOST.

Let's see what the documents say. I looked specifically at the fresh ones, I thought maybe something has changed, but no:

    1. We look “Guidelines for the selection, installation and operation of meters and control the flow of heat, cold and hot water“, Paragraph IV -“ Requirements for measuring instruments for cold and hot water in apartments and development of projects for their installation, installation and commissioning ”. And here’s what it says: “in accordance with the description of the type of meters, they can be installed in horizontal and vertical position”.

    2. Another document is “SP 30.13330.2012 Internal water supply and sewerage of buildings. Updated edition of SNiP 2.04.01-85“. Clause 7.2.6, I quote: “Hot and cold water meters should be installed in horizontal sections of pipelines. It is allowed to install water meters on vertical or inclined sections of pipelines, if such installation is provided for in the meter passport. When placing apartment cold and hot water meters on vertical sections of pipelines, it is allowed to use meters that comply with metrological class A (according to current standards for water meters). ”

Like this. Those. it is necessary to be guided by marking in the passport of the device (and usually on the device itself) according to the type of installation:

    1. Installation only in the horizontal plane - “N”.
    2. Vertical mounting - “V”.
    3. Arbitrary - “H, V”.

So personally, I am guided by regulatory documents, considering the requirements of the controllers inappropriate. And by the way, a long time ago, but I saw a similar question on one of the websites of the housing and communal services reform, and then the experts also answered that these requirements are not reasonable and officially reasoned.
