Good afternoon. I live on the 4th floor in a residential building. There is practically no water in the summer. Access to the incoming pipe is limited (all pipes are walled up, and the water meter is hidden in the mine). Only frauds with devices and cranes remain.

    Hello! You did not specify, only in your apartment is trouble or in the whole house. But since you are planning to storm the water with devices, I guess that’s all.

    1. Use pressure gauges to check your pressure readings. If they do not comply with the regulations SNiP 2.04.02-84 “Water supply. External networks and facilities ”, try to find out from the neighbors the floors above (if your floor is not the last, you did not specify) if they have the same pressure problem as yours. In theory, if you have a collective “infection”, their pressure should be even lower than yours.

    Arrange with the Criminal Code to measure and show you the pressure on the collectors in the same mine. If everything complies with the normative indicators, then your neighbor from below will steal your pressure, intentionally or not. It is worth checking if he has narrowed pipes. If there is, negotiate or resolve the matter through the governing bodies.

    If your neighbor’s everything is fine and your pipes are clean too, but the UK has either old pipes with blockages, breaks, or some other problem that does not allow them to fulfill their obligations, with a low pressure gauge, use point 2.

    If public utilities violate their obligations, it is really worth punishing them, if only because in a more serious matter their profanity threatens your health and even life.

    What should be done. Submit an application, preferably in writing to the Criminal Code. Be sure to in 2 copies, assure both, leave one for yourself. They should measure the pressure of your water with a manometer, most likely in the morning and evening. Be sure to copy the act of verification and keep a copy for yourself. Then there should be some movements on their part, checking the reasons for the lack of pressure and resolving the problem.

    If measures are not taken, contact, again with 2 copies, with a claim addressed to the head of your Criminal Code. After 10 days, in the absence of reaction or effectiveness, complain to the housing inspectorate, prosecutor's office or the Federal Service for Supervision of Consumer Rights Protection with all your copies of applications and claims. You win the court if the Criminal Code violates your rights.

    3. I could advise you to install a water pump with coordination, but as I see it, in your situation this is a stupid practice, since there is practically no water. The sediment will be relevant if the water flows with a low but stable pressure.

    If the floors are higher or your situation periodically worsens and the water may completely disappear periodically, the pump will not be able to work stably and without interruption, since it will have nothing to suck in except for air and will most likely burn out if it is not equipped with an automatic shutdown. In addition, let's say that the pump came up to you, but such a sad situation is observed throughout the house. Then, because of your pump, you can degrade the water supply from your neighbors.

    You can install a pumping station with a collecting bulb (hydro-accumulating membrane tank), but again, in apartment buildings, where everyone suffers from such a “sore,” such a trick may not work. Therefore, we leave this option in the spare.

    4. There are special containers for collecting water. Water will be constantly collected in this tank under any pressure, and the float valve will not allow overflow. But! To install such a tank in an apartment, even a minimum of 200 liters, is very problematic, and even on the 4th floor.

    The only reasonable opportunity to use this option in an apartment is to collectively install a large-capacity tank in the common house space in the attic, drawing conclusions on all apartments and installing pumps to the devices.

    Or you can also collectively set up a powerful hydraulic accumulator pump station with an impressive tank in the basement, having previously made calculations of its required volume for the whole house. Of course, both of these installations require coordination with the controls, in principle, as well as a personal pump, depending on its power.
