Good afternoon. In a multi-apartment building (16 floors) in the basement, under my apartment, a pump was installed to increase the pressure of the water so that it reached the upper floors. After installation in the apartment began a buzz, which we hear both during the day and especially at night.

To my question why it was impossible to install it under non-residential premises, the answer was given that the pump is installed only at the inlet of the pipe. Are there really no other options? Set for example on the upper floors or, again, under a non-residential area, literally 10-15 meters from the entrance of this pipe.

    Good day. Inna, you can’t do anything physically here, since this is a basement, not your personal property, and even more so, you cannot touch the pump. You could try soundproofing, but it probably won't help in your situation.

    But there are other, quite legitimate solutions to the problem.

    For example, MUK 4.3.2194-07 “Noise control in residential areas, in residential and public buildings and premises”States that the permissible noise level in residential premises during the day is 55 dBA, and at night 45 dBA. Measurements are usually carried out by the SES, but in general, a complaint can be submitted to Rospotrebnadzor.

    For exceeding this norm, an administrative fine may be imposed on the guilty or a warning may be issued to officials from 4,000 to 8,000 rubles, to legal officials from 40,000 to 80,000 rubles. Not so large amounts, but the noise they will have to eliminate otherwise they will turn into systematic ones. There is also a system of penalties for noise during the “quiet hour”, in different regions these are different periods, usually 2 hours in the afternoon and on weekends / holidays (usually this morning is before 10-11 am). It is necessary to specify regionally.

    Here is another suitable document that you can present to the Criminal Code - SP 30.13330.2012 “Internal water supply and sewerage of buildings”. I quote from there:

    “7.3.3 Pumping installations supplying water to buildings for drinking, fire and circulation purposes should, as a rule, be located in these buildings, as well as in the premises of heating units, boiler rooms and boiler rooms, strictly ensuring acceptable noise levels in the buildings and vibration, in accordance with SanPiN 2.1.2.2645.

    7.3.5 Pumping units located in residential buildings, children’s or pre-school organizations, hotels, sanatoriums, hospitals, rest homes should provide noise and vibration reduction in accordance with SanPiN 2.1.2.2645; CH 2.2.4 / 2.1.8.562; CH 2.2.4 / 2.1.8.566. ”

    By the way, vibrations from the pumping station can harm the integrity of the building structure. If the station is installed with violations and because of this its noise level is increased, then it is in the interests of the Criminal Code to correct this moment as soon as possible.
