Good afternoon! My parents live in a 14-story building - the point of construction in 1975 in the Krasnoselsky district of St. Petersburg. The house does not work APS system.

The house has gas stoves and almost completely closed windows in the basement. Parents-engineers believe that the safety of a high-rise building is compromised. They wrote to the Criminal Code - no response. Yes, you do not need it, the requirements for MKD, which are given to you above, are enough. You can be guided by general provisions, they are quite enough.

    As for the Criminal Code. I suggest you write in the Criminal Code another statement addressed to the head and indicate a list of regulatory documents that you are guided by your request.
