Yes, you do not need it, the requirements for MKD, which are given to you above, are enough. You can be guided by general provisions, they are quite enough.
As for the Criminal Code. I suggest you write in the Criminal Code another statement addressed to the head and indicate a list of regulatory documents that you are guided by your request. You need to write in 2 copies and be sure to receive confirmation of the receipt of your application.If you have not been answered or refused, you have 2 ways:
1. Conduct an independent examination, or contact the responsible fire safety authorities.
2. Complain to the Housing Inspectorate, Rospotrebnadzor, the prosecutor’s office (choose where yourself) that the representatives of the Criminal Code do not want to communicate with you or violate something (attach copies of the statements and the Criminal Code response, if any).
